The construction will take place on the site of the French Embassy in the Republic of Korea on a dedicated plot. Designers must ensure that the architecture of this construction integrates with the existing site and enhances the overall area while preserving the site\u2019s image as a green and natural enclave.<\/p>\n<p><strong><em>The deadline for the submission of applications is set for Sunday, April 20, 2025, at 23:59 (Seoul time).<\/em><\/strong><\/p>\n<\/header>\n<\/div><\/section><\/div><div  class='hr av-qnlou3-69566ff515aa2553865722c3080dad91 hr-default  avia-builder-el-7  el_after_av_three_fifth  el_before_av_textblock '><span class='hr-inner '><span class=\"hr-inner-style\"><\/span><\/span><\/div><br \/>\n<section  class='av_textblock_section av-k8tsde1b-4-fdcaaacad409c77c5a8b1ed52126e18d '   itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/BlogPosting\" itemprop=\"blogPost\" ><div class='avia_textblock'  itemprop=\"text\" ><h3>1. <strong>Project Description<\/strong><\/h3>\n<p>On the grounds of the French Embassy in the Republic of Korea, a 730 m\u00b2 plot is currently underutilized. It is located along the road leading to the entrance of the diplomatic campus and away from other buildings on the site.<\/p>\n<p>A study on the use of this plot for the construction of a building for the French Institute of South Korea, incorporating its language center and cultural spaces, confirmed, after local regulatory checks, that the plot is suitable for construction.<\/p>\n<p>The proposed project involves the construction of a building of approximately 800 m\u00b2, which will include:<\/p>\n<ul>\n<li>200 m\u00b2 for eight classrooms<\/li>\n<li>100 m\u00b2 for four offices and administrative spaces<\/li>\n<li>230 m\u00b2 for cultural and multi-purpose spaces (caf\u00e9, projection room, etc.)<\/li>\n<li>300 m\u00b2 for technical and circulation spaces<\/li>\n<\/ul>\n<p>It is expected that all classrooms and offices will benefit from natural light.<\/p>\n<p>The building must have its own entrance and be completely separate from the rest of the diplomatic campus.<\/p>\n<p>The estimated cost of the work is three billion won excluding tax.<\/p>\n<p>The design mission will be comprehensive and will include the supervision of the work as well as the execution studies.<\/p>\n<p>The project must consider the local regulatory context and comply with Korean regulations. However, a comparison with French or European standards and regulations will be necessary.<\/p>\n<h3>2. <strong>Selection Criteria for Participants<\/strong><\/h3>\n<p>This consultation is divided into two phases:<\/p>\n<ul>\n<li><strong>Phase 1<\/strong>\u00a0&#8211; Preselection of candidates admitted to compete (subject of this notice);<\/li>\n<li><strong>Phase 2<\/strong>\u00a0&#8211; Consultation of candidates and designation of the winner (which will be the subject of a second notice published at a later date).<\/li>\n<\/ul>\n<p>Candidates must submit a complete application file based on which they will be evaluated, including two sub-files:<\/p>\n<ul>\n<li>Administrative file,<\/li>\n<li>Technical file.<\/li>\n<\/ul>\n<p>The absence of any of the documents listed above may constitute grounds for rejection of the application. Any additional publication or reference included in the file will be removed from the file presented to the selection jury.<\/p>\n<p>Applications will be selected based on the following criteria:<\/p>\n<ul>\n<li>Compliance of the application,<\/li>\n<li>Composition and organization of the team,<\/li>\n<li>Technical and professional capacity (references, similar past projects, quality of architectural design, high environmental quality, sustainable development, engineering, construction and landscape economy),<\/li>\n<li>Ability to successfully carry out a project located in South Korea,<\/li>\n<li>Financial capacity.<\/li>\n<\/ul>\n<h3><span lang=\"FR\">3. <strong>Participation Rules<\/strong><\/span><\/h3>\n<p>The tender is reserved for multidisciplinary design teams that must include:<\/p>\n<ul>\n<li>An architect or a group of architects:\n<ul>\n<li>Registered with the French Order of Architects (or equivalent for architects not established in France) and knowledgeable about French and European standards and regulations;<\/li>\n<li>Authorized to practice as an architect and to submit a building permit in South Korea, also possessing skills in project supervision.<\/li>\n<\/ul>\n<\/li>\n<li>A technical design office or group of technical design offices familiar with Korean regulations and possessing at least the following competencies:\n<ul>\n<li>Structure engineering,<\/li>\n<li>Thermal and fluid engineering,<\/li>\n<li>Acoustics,<\/li>\n<li>Electrical engineering (high and low voltage),<\/li>\n<li>Civil engineering and retaining structures,<\/li>\n<li>Wastewater treatment and sewage treatment plants,<\/li>\n<li>Safety and security,<\/li>\n<li>Construction economics,<\/li>\n<li>Sustainable development, environmental expertise (capable of preparing a KGBC certification file if necessary).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>The client draws the candidates&#8217; attention to the complexity of building permit procedures in Seoul. Therefore, the local component of the team must play an important role that cannot be limited to merely transmitting the file to local authorities. The local architect must be able to locally ensure a significant part of the architectural and technical studies, as well as supervise the execution of the work.<\/p>\n<h3><span lang=\"FR\">4. Procedure<\/span><\/h3>\n<ul>\n<li><strong>Type of competition:<\/strong> Restricted<\/li>\n<li><strong>Expected number of participants:<\/strong> 3 to 5<\/li>\n<li><strong>Project evaluation criteria:<\/strong> The criteria will be indicated in the competition rules, which will be provided to the selected candidates.<\/li>\n<li><strong>Deadline for receipt of projects or requests to participate:<\/strong> Sunday, April 13, 2025, at 11:59 PM (Seoul time)<\/li>\n<li><strong>Languages for projects or applications:<\/strong> English, French<\/li>\n<li><strong>Rewards and jury:<\/strong>\n<ul>\n<li><strong>Will one or more prizes be awarded?<\/strong> Yes.<br \/>\nA compensation will be given to each candidate selected to submit a project, provided their response complies with the program and competition rules.<\/li>\n<li>The remuneration for the design contract will take into account the prize received by the winning team for their participation in the competition.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Contracts following the competition:<\/strong> Yes. Description du projet<\/h3>\n<p><span lang=\"FR\">Sur l\u2019emprise de l\u2019Ambassade de France en R\u00e9publique de Cor\u00e9e, une parcelle de 730 m2 est non valoris\u00e9e. Elle se situe le long de la rue menant \u00e0 l\u2019entr\u00e9e du campus diplomatique et \u00e0 l\u2019\u00e9cart des autres constructions du site.<\/span><\/p>\n<p><span lang=\"FR\">Une \u00e9tude sur l\u2019utilisation de cette parcelle pour y construire un b\u00e2timent de l\u2019Institut fran\u00e7ais de Cor\u00e9e du Sud, int\u00e9grant son centre de langue et des espaces culturels, a confirm\u00e9, apr\u00e8s les contr\u00f4les sur la r\u00e9glementation locale, que la parcelle est constructible.<\/span><\/p>\n<p><span lang=\"FR\">L\u2019op\u00e9ration envisag\u00e9e consiste en la construction d\u2019un b\u00e2timent d\u2019environ de plus de 800 m2\u00a0int\u00e9grant\u00a0:<\/span><\/p>\n<ul>\n<li><span lang=\"FR\">200 m2 pour huit salles de classes<\/span><\/li>\n<li><span lang=\"FR\">100 m2 de quatre bureaux et espaces r\u00e9serv\u00e9s \u00e0 l\u2019administration<\/span><\/li>\n<li><span lang=\"FR\">230 m2 pour des espaces culturels et multi-usages (caf\u00e9, salle de projection etc.)<\/span><\/li>\n<li><span lang=\"FR\">300 m2 pour les espaces techniques et de circulation<\/span><\/li>\n<\/ul>\n<p><span lang=\"FR\">Il est attendu que toutes les salles de classe et bureaux puissent b\u00e9n\u00e9ficier d\u2019une lumi\u00e8re naturelle.<\/span><\/p>\n<p><span lang=\"FR\">Le b\u00e2timent devra poss\u00e9der une entr\u00e9e propre et \u00eatre totalement \u00e9tanche du reste du campus diplomatique.<\/span><\/p>\n<p><span lang=\"FR\">Le montant pr\u00e9visionnel des travaux est estim\u00e9 \u00e0 trois milliards de wons HT.<\/span><\/p>\n<p><span lang=\"FR\">La mission de MOE sera compl\u00e8te et comprendra le suivi des travaux ainsi que la r\u00e9alisation des \u00e9tudes d&#8217;ex\u00e9cution. Le projet devra prendre en compte le contexte r\u00e8glementaire local et se conformer aux r\u00e9glementations cor\u00e9ennes. Toutefois, une comparaison avec les normes et r\u00e9glementations fran\u00e7aises ou europ\u00e9ennes sera n\u00e9cessaire.<\/span><\/p>\n<h3>2.
